Preheat your oven to 425.
In a large pan over medium high heat, brown the ground beef with some salt and pepper, stirring occasionally. This takes about 5 minutes. Drain the ground beef, remove from pan and set aside.
In the same pan over medium heat, add some olive oil to the pan. Add the onion and pepper and cook stirring frequently until it's nice and soft. Put the ground beef back in the pan.
Add the diced tomatoes and stir to combine. Add the red pepper chilli flakes, cajun, paprika, garlic powder, chili powder, brown sugar and cumin to the mixture.
Pour the beef both and beans in, stir to combine. Bring to a boil, cover and let simmer for 10 minutes.
In the meantime cook the frozen french fries according to the package.
Uncover and let simmer for 20 additional minutes, stirring occasionally. The sauce should be thickened when it's finished.
Turn off the heat & stir in half of the shredded cheese into the chili until it's melted.
Spoon the chili over the fries and top with scallions, sour cream and the remainder of the cheese.
Eat and enjoy! This can be a main dish or an appetizer.
